$ 89.120From July 1951 to at least 1963, the Central Intelligence Agency conducted a systematic program of research into mind control, behavioral modification, and human experimentation under the operational designations ARTICHOKE and MKULTRA. The programs emerged from anxieties about Communist "brainwashing" during the Korean War and drew on the institutional momentum of wartime interrogation research. They eventually encompassed hypnosis, chemical agents (including LSD, mescaline, and barbiturates), sensory deprivation, electroconvulsive therapy, and other coercive techniques applied to subjects who typically had no knowledge they were participating in government experiments. The program was directed for most of its operational life by Sidney Gottlieb, a chemist who served as chief of the Technical Services Division and who later acknowledged his central role in Senate testimony and in civil litigation. Most of the program’s records were destroyed in 1973 on orders from CIA Director Richard Helms, an act that has permanently limited the historical record. What survived became public through the Church Committee investigations of 1975 and a 1977 Senate hearing specifically on MKULTRA.
This documentary edition presents twelve primary-source government records in a single archival volume with full scholarly apparatus. The corpus spans the full arc of the program: the earliest confirmed operational records from 1951 -- a report on a joint UK/US/Canadian meeting on special interrogations, classified for decades -- through the 1952 ARTICHOKE memoranda routed directly to Director Allen Dulles, the 1953 ARTICHOKE conference reports, the 1963 CIA Inspector General memorandum acknowledging MKULTRA’s existence and scope, the 1967 IG report on CIA plots to assassinate Fidel Castro (prepared under the same Inspector General, John Earman, whose oversight encompassed MKULTRA-related operations), the complete four-day closed testimony of Sidney Gottlieb before the Senate Church Committee (October 1975, 505 pages across four sessions), and Gottlieb’s 1983 civil deposition taken in the Kinzer litigation (174 pages). Total source document pages: 874. All documents are reprinted in facsimile at near-original 8.5-by-11-inch scale, preserving stamps, handwritten annotations, routing slips, and redactions exactly as they appear in the National Security Archive’s public holdings.
The scholarly apparatus includes: a per-document guide providing provenance, date, authorship, chain of custody, and significance for each of the twelve records; a glossary of 18 terms from the ARTICHOKE and MKULTRA operational and intelligence lexicon; an editorial introduction drawing only on confirmed secondary sources (John Marks, The Search for the Manchurian Candidate, 1979; Tim Weiner, Legacy of Ashes, 2007; Stephen Kinzer, Poisoner in Chief, 2019; the Church Committee Final Report, 1976; and the Senate Select Committee report on MKULTRA, 1977); a caveats and counterpoints section presenting the full range of scholarly qualifications about what the surviving primary record does and does not establish -- including the limits imposed by the 1973 records destruction, the disputed interpretation of specific operational terms, and the difficulty of establishing causal chains from fragmentary documents; and a source and declassification table recording the original classification level, the basis for declassification, and the current public repository for each document. The edition takes no political position and presents no interpretation beyond what the documents themselves establish. PDF bookmarks and a printed table of contents provide individual navigation to each document. The standard primary-source reference for researchers working in this area.
