Second System Forts of Hampton Roads the First System Forts Nelson and Norfolk were reconstructed with masonry scarps during the Second System (1807-1814). Fortifications were be erected on Craney Island. The fortifications were built to guard the strategic port of Norfolk and its navy yard. And at Hood's Point on the James River Fort Powhatan was reconstructed to guard the approach to Richmond.
