More than 20 years before the Coyote Wars begin, Carlos Sullivan is an agent-in-training at the FBI Academy in Quantico, VA, where his unorthodox methods and cool demeanor draw the ire of his FBI instructors. Learning to navigate Bureau politics as well as the traditional investigative skills and techniques of the FBI, Sullivan manages to graduate with his classmates, despite having made enemies who will follow him to his new assignment: New Haven, CT. There, a secret clan is terrorizing women who have had miscarriages, and some start receiving children's body parts in the mail. Investigators are baffled, and Sullivan is assigned the gruesome cult case with the expectation that he will fail.
